Koppell grateful for new taxi accessibility law

As Chair of the Council Committee that deals with disability services and a longtime advocate for full taxi accessibility, City Council Member G. Oliver Koppell said he is particularly pleased that the legislation creating changes in NYC taxi service will provide for wheelchair accessibility and has praised Gov. Andrew Cuomo as being instrumental in making this happen.

In a letter to the governor, Koppell said, “Your leadership with respect to this legislation was crucial in moving the city toward the goal of full accessibility. Without your insistence that there be greater taxi accessibility for disabled people this would not have happened.” (Jump below for the full letter)

In addition to giving credit to the governor for the success of this historic legislation, Koppell also credited the disabled community and their advocates saying in a statement, “A victory of this magnitude does not happen in a vacuum. It can be attributed in large measure to those who have been forcefully calling for “taxis for all” for more than a decade."

As the prime sponsor of a bill in the City Council to make all new yellow cabs in New York City wheelchair accessible, Koppell has been a strong spokesman for equal transportation. It should be noted that a member of his staff is in a wheelchair.

The legislation provides for 2,000 more wheelchair accessible yellow cabs, whose medallion auction is expected to raise at least $1 billion for the city. It also creates a new class of livery cabs with metered fares, credit card readers and roof lights. Of the 18,000 new permits that the Taxi and Limousine Commission is expected to issue for these cabs, one fifth will be wheelchair accessible. The city will also provide up to $54 million in subsidies and loans to encourage livery drivers to buy vehicles that accommodate disabled riders.

As part of the deal, within a year, the city must create a long-term plan to convert the entire yellow cab fleet to disability access. The State Department of Transportation, which is overseen by the governor, will have to approve that plan before the city can auction all 2,000 new medallions. 

Koppell also said how grateful he is that people in northern Manhattan and the outer-boroughs will have vastly expanded access to taxi service, something his constituents have wanted for a long time.

“As the representative of an outer-borough district, I am delighted that my Bronx constituents will no longer be disadvantaged with respect to taxi service. I am equally gratified that, after a long fight, members of the disabled community will have equal access to taxi service,” Koppell said.

Heastie serving his constituents in the most literal way possible

Bronx Democratic County Committee chairman Assemblyman Carl Heastie got behind the bar last night at the Monte Carlo room during their holiday party, serving drinks to the Bronx's movers and shakers.

Heastie was in Albany earlier in the day during the signing of the livery cab bill, of which he was a main sponsor, so what better way to celebrate than to get behind the bar and make some drinks?

Dinowitz applauds another grade, this time a passing one

Coming off a failing grade from the Conservative Party, Assemblyman Jeffrey Dinowitz is again delighted at a grade he received--though this time it's a passing one.

He has been awarded a score of 105, tied for the highest score in the Assembly, by EPL/Environmental Advocates in their 2011 Voters’ Guide (PDF--jump below if you don't want to download it). Dinowitz voted for or co-sponsored every bill EPL/Environmental Advocates supported.

Among the bills on which EPL/Environmental Advocates agreed with Dinowitz were his votes in favor of a hydraulic fracturing moratorium, closing the fracking waste loophole, the Water Resources Protection Act, a global warming pollution cap, the Solar Industry Development & Jobs Act, wetlands protection, encouraging “complete street” designs that promote walking, biking and public transit, and mandating recycling of certain materials.


“I am very gratified to have received the highest score from EPL/Environmental Advocates. I have long been an advocate for protecting our environment, and I will continue to fight for this vital cause,” Dinowitz said in a statement.

Picture of the Day: Heastie's Hair

Here's a new feature I'm going to try and get going. It's an 'of the Day' segment. Whether it be a picture, video, quote or something completely out of left field, it will usually be something lighthearted that I want to share. For the first 'of the Day,' I couldn't think of anything better than this picture I happened to snap last month during the announcement calling for a hotel near Yankee Stadium. This is what Assemblyman Carl Heastie would look like with a bad comb-over I guess!


I won't name the woman in the background in respect for her.

Diaz: A real hotel will rise near Stadium

a first-class hotel to the Bronx.
Before this becomes old news, I wanted to give you the article that is in this week's Bronx Press about the first-class hotel Bronx Borough President Ruben Diaz Jr. wants to see near Yankee Stadium. The Village Voice pointed out that if the hotel takes away parking spaces, it would have to replace lost spaces for stadium events (The hotel will replace a 9,100 space garage that's mostly unused). However, some of the people who were at the announcement said that could be negotiated out, seeing as the garages around the stadium aren't even at 50% capacity.

A Bronx hotel would be a home run for the borough, Ruben Diaz Jr. said Monday.

The Bronx borough president announced the Bronx Overall Economic Development Corp., the economic arm of Diaz’s office, is seeking a developer to build a hotel at E. 153rd Street and River Avenue; the site of an underused parking garage run by Bronx Parking.

“For too long, the borough has lacked a first-class hotel,” Diaz said in front of the garage, just two blocks from Yankee Stadium. Hours before Yankee great Mariano Rivera saved his record 602nd game, Diaz said a hotel would help save the Bronx.

Rivera Camp Not Surprised By County Endorsement

So, just what do the people surrounding City Council Majority Leader Joel Rivera's campaign think about the news that the Bronx Democratic organization has backed Assemblyman Ruben Diaz in the special election?

They aren't fazed.

"It's not a surprise," said Mike Nieves, Rivera's campaign manager.

Why no shock? Diaz and county chairman Assemblyman Carl Heastie are personal friends, and the two men worked together as members of the "Rainbow Rebellion" to oust Assemblyman Jose Rivera, the councilman's father, as county chairman a few months back.

Bronx Dems Make It Official, Back Diaz In SpecElec

Apparently, yesterday's meeting of the Bronx Democratic organization was not as "unofficial" as I was originally told.

The county organization has just issued a release announcing that they will be backing Assemblyman Ruben Diaz in the upcoming special election for borough president.

"The Bronx Democratic Party is very proud to support Assemblyman Diaz for Bronx Borough President. He is well equipped to perform as our Borough President and would govern for residents of all corners of the Bronx," said party chairman and Assemblyman Carl Heastie in the release.

Of course, Diaz is psyched.

"I am honored to receive the support of the Bronx Democratic Party. The Bronx Democratic Party has always represented the hard working families of the Bronx and I am proud to continue in that tradition. I look forward to campaigning with members of the Party in the weeks ahead," said Diaz in the release.

The release points out that all Bronx public officials and party officials were invited to the meeting, and adds that Diaz received the "overwhelming support" of those in attendance.

UPDATE: I have a few more specifics about yesterday's meeting at County. 18 of the 24 district leaders attended, including representation from all but one of the assembly districts. One abstention puts the vote total at 17-0-1, well above the majority needed for the endorsement. Again, all district leaders, public officials and other party officials were invited to attend.

Unofficial Democratic County Vote Goes For Diaz, Others Show Support At Campaign Meetup

A few notes...

--This morning, an unofficial meeting of the Bronx Democratic district leaders and other elected officials was held at the party's new HQ on Eastchester Road. According to the reports of several attendees, Assemblyman Ruben Diaz received the support of every district leader in attendance save one, who abstained. While several district leaders did not attend the vote (note--all were invited), I am assured that a majority of district leaders were in the room when the vote was taken.

Several elected officials voiced their support for Diaz's campaign at the meeting. Council Member Maria del Carmen Arroyo, also attended the meeting, but did not voice support for any candidate. Arroyo is considered to be a supporter of Council Majority Leader Joel Rivera. I am also told no one at the meeting spoke up for Rivera.

--At the Diaz Campaign meeting later in the day, sources connected to that campaign tell me over 100 attended the event from all corners of the Borough. "This is a grassroots effort, and we have the troops to prove it," said one Diaz supporter.

Elected officials at the meeting included City Council Members Helen Diane Foster and Jimmy Vacca, both of whom had been considered potential candidates for the post. Diaz spoke, and thanked them for their support, specifically mentioning that he knew they had also thought of running.

Other elected officials at the meeting included County Chairman and Assemblyman Carl Heastie, City Councilwoman Annabel Palma, Assembly Members Jeff Dinowitz, Aurelia Greene, Mike Benjamin and Michael Benedetto; and State Senators Rev. Ruben Diaz (surprise!) and Ruth Hassell-Thompson.

UPDATE: I have been informed that the Diaz meeting was for "captains," meaning that these volunteers will lead the efforts for Diaz (polling, petitions, recruitment) in their respective communities. As it was explained to me, the Diaz campaign expects many, many more people to jump aboard the effort through the work of these individuals.

SECOND UPDATE: There is some confusion on the street as to whether or not the endorsement meeting was "unofficial," as several observers have stated to me today the the Bronx Democratic County Organization has actually endorsed Diaz. I'll wait for the press release.

THIRD UPDATE: It's official.

FOURTH UPDATE: A previous version of this post indicated that Councilman G. Oliver Koppell had spoken up in favor of Diaz during the meeting of the county organization. In fact, Koppell offered high praise of Heastie, but I have conflicting reports regarding what he said about Diaz, though he certainly did not speak out in opposition to him.

Liberty Democrats First To Back Diaz


Well, that was quick.

The Liberty Democratic Association has announced that it will throw its weight behind Assemblyman Ruben Diaz in the upcoming special election. LDA is a fairly new club, but has played a major role in the shaping of the Borough political atmosphere in recent months.

De facto club leader Kenny Agosto played a key role in the battle between Carl Heastie and Jose Rivera to head the Bronx Democratic Party when, as district leader, he declared his loyalty to Heastie. Agosto, a former Rivera supporter, gave Heastie a majority of district leaders with his change.

More recently, Agosto and LDA participated in a velvet revolution of sorts, purging Assemblywoman Naomi Rivera's supporters, and thus her influence, from the board of LDA, which is the kind of thing you do before you decide to endorse her political enemy over her brother, City Council Majority Leader Joel Rivera.
